HB 564, PN 3547 (Boback) – This bill would require school entities to develop and administer civics tests to students. A vote of 49-0 was recorded.

HB 653, PN 692 (Masser) – This legislation amends Title 68 (Real and Personal Property) to create a new chapter and subchapter that will be known as the Vacant and Abandoned Real Estate Foreclosure Act.  The purpose of this bill is to accelerate the procedures for vacant and abandoned property in terms of foreclosures and reduce delays while maintaining the due process rights of property owners. Senator Street offered amendment A07387 which provides the owner of a property determined to be vacant and abandoned an opportunity for a hearing and makes other technical changes. The amendment was agreed to via a voice vote. Senator Hughes offered amendment A05635 which removes the legal fee that individuals facing foreclosure are subject to. The amendment failed by a vote of 16-33. Senator Leach offered amendment A05634 which specifies that the mortgaged property being foreclosed on applies to certified vacant and abandoned properties. The amendment failed by a vote of 16-33.

SB 922, PN 1762 (Langerholc) – Amends Title 35 (Health and Safety), Title 42 (Judiciary and Judicial Procedure), and Title 61 (Prisons and Parole) to establish the Nonnarcotic Medication Substance Abuse Treatment Program. A vote of 49-0 was recorded.

SB 947, PN 1330 (Hutchinson) – Increases the dollar value threshold above which the public advertisement of bids is required by a municipality for the sale of personal property. Senate Bill 947 amends the Borough code in Title 8 and Third class code in Title 11. A vote of 49-0 was recorded.

SB 948, PN 1331 (Hutchinson) – Increases the dollar value threshold above which the public advertisement of bids is required by a municipality for the sale of personal property. Senate Bill 948 amends the First Class Township Code (Act 331 of 1931) A vote of 49-0 was recorded.

SB 949, PN 1332 (Hutchinson) – Increases the dollar value threshold above which the public advertisement of bids is required by a municipality for the sale of personal property. Senate Bill 949 amends the Act relating to contracts of incorporated towns (Act 34 of 1953) A vote of 49-0 was recorded.

SB 1037, PN 1763 (Folmer) – This bill reforms the Pennsylvania Civil Service Commission by moving most functions to the Office of Administration. A vote of 49-0 was recorded.

SB 1127, PN 1643 (Aument) – This legislation amends the current penalties for those that engage in the fraudulent traffic of food orders, otherwise more commonly known as SNAP (Supplemental Nutrition Assistance Program) benefits. Senator Aument offered amendment A07362 which authorizes the use of electronic surveillance in investigating cases of suspected fraud in SNAP benefits and changes penalties for violations. The amendment was agreed to via a voice vote.

SB 1142, PN 1764 (Browne) – This bill would establish the Safe2Say Program to allow individuals to report threats or potential threats in schools anonymously. Senator Browne offered amendment A07329 which offers a series of technical changes. The amendment was agreed to via a voice vote.
