SB 482, PN 1406 (Brewster) – This legislation would amend the Real Estate Tax Sale Law by establishing an optional County Demolition and Rehabilitation Fund in certain counties as a tool to fight blight.  A vote of 47-0 was recorded.

HB 683, PN 1427 (Rapp) – This legislation amends §1303 of the Taxpayer Relief Act by removing veterans’ disability payments from the definition of “income” that is used to determine eligibility for the Property Tax Rent/Rebate Program.  Senator Argall offered amendment A04499, language that is similar to SB 76.  The amendment will eliminate school district property taxes by shifting to income and sales taxes.  The vote on the amendment was 24-24.  The Chair broke the tie with a no vote, and the amendment failed.  The bill went over in its order.

SB 735, PN 1407 (Vogel) – SB 735 will allow mobile retail food facilities to operate in multiple food safety jurisdictions without having to pay multiple fees in each county it operates.  A vote of 47-0 was recorded.

SB 859, PN 1421 (Greenleaf) – This bill amends Title 61 (Prisons and Parole) to consolidate the Department of Corrections and the Board of Probation and Parole into a single agency called the Department of Corrections and Rehabilitation.  A vote of 37-10 was recorded.

SB 860, PN 1422 (Greenleaf) – This bill amends The Crime Victims Act to make technical changes related to the consolidation of the Department of Corrections and the Board of Probation and Parole into a single agency called the Department of Corrections and Rehabilitation.  A vote of 37-10 was recorded.

HB 1279, PN 2218 (W. Keller) – HB 1279 designates a section of Columbus Boulevard, between Oregon Avenue and Washington Avenue in the City of Philadelphia–Philadelphia County, as the William J. Guarnere and Edward James Heffron Memorial Boulevard; and designates a portion of U.S. Route 222 in Lancaster County as the Senator Noah W. Wenger Highway.  Senator Rafferty offered A04202, an omnibus amendment designating a number of roads and bridges across the Commonwealth.  The amendment was agreed to and the bill went over in its order as amended.

SB 984, PN 1374 (Bartolotta) – The bill amends Titles 53 (Municipalities Generally), 66 (Public Utilities) and 75 (Vehicles) to provide for a Transportation Network Company (TNC), such as Uber.  Senator Bartolotta offered amendment A04486, which modifies the insurance and notification requirements in the bill, adjusts the disqualification process (a driver would be subject to suspension after five + violations) and makes a number of technical changes.  The Senate agreed to the amendment (47-0).  The bill was agreed to as amended.

SR 215, PN 1345 (Argall) – This resolution directs the Joint State Government Commission to complete a review and study of best practices used by private businesses to lease, acquire and manage office and warehouse space.  The Resolution was adopted by the Senate.
