HARRISBURG, PA – September 9, 2025 – Senator Tim Kearney (D-Delaware), in partnership with Senator Nick Pisciottano (D-Allegheny), announced new legislation to safeguard Pennsylvania workers from the growing dangers of extreme heat.

With hotter summers, longer heatwaves, and rising humidity, workers across various industries are increasingly exposed to dangerous conditions that can lead to heat exhaustion, heat stroke, and other serious health risks.

“This legislation is both practical and necessary,” Senator Kearney said. “Every Pennsylvanian deserves a safe and healthy workplace, and that means protecting people from the growing risks of extreme heat. With federal action stalled, it’s time for our Commonwealth to step up and put safeguards in place that will save lives and keep workers safe.”

“Every Pennsylvanian has the right to a safe workplace no matter where they work,” said Senator Pisciottano. “Establishing strong heat protection standards ensure that workers don’t have to choose between earning a paycheck and protecting their health.”

The legislation will require employers to develop and implement plans to prevent heat injuries and illnesses. These plans will guarantee access to drinking water, rest areas, and regular breaks to help workers cope with high temperatures. Protections would begin when the heat index reaches the 80s and expand as conditions climb above 90 degrees, ensuring that employees are not pushed beyond safe limits.

Recently, state Representatives Elizabeth Fiedler (D-Philadelphia) and Jim Haddock (D-Lackawanna/Luzerne) introduced the House companion legislation to the senators’ proposed bill (H.B. 1580).
