PHILADELPHIA, PA – October 14, 2025 – Senator Sharif Street announces that the Pennsylvania Housing Finance Agency (PHFA) has awarded more than $8 million in Conditional Reservations of Low-Income Housing Tax Credits (LIHTC) to support the development of several new affordable housing projects across Philadelphia. These projects will create high-quality, accessible, and affordable homes for seniors and families throughout the city.
“Access to safe, affordable housing is a cornerstone of strong communities,” said Senator Sharif Street. “These investments represent an important step toward ensuring that seniors and working families across Philadelphia have access to stable housing that meets their needs. I am proud to support developments that promote affordability, accessibility, and community growth in every neighborhood.”
The award credits support the following:
- 213 affordable units
- 47% for seniors 62 and older
- Bringing online 366,868 square feet of land.
- Creating jobs and economic development within the 3rd senate district.
The Low-Income Housing Tax Credit (LIHTC) program, administered by the Pennsylvania Housing Finance Agency, encourages the private sector to invest in the creation and preservation of affordable rental housing. The credits help reduce financing costs for developers who commit to long-term affordability and community impact.
“These projects represent collaboration and commitment to affordable housing from local developers, advocates, and the state,” Senator Street added. “As Philadelphia continues to grow, it’s vital that we build a city where everyone—especially our seniors and working families—has a place to call home.”
The newly awarded projects include the following developments:
20th & CMB Senior Housing
Location: Philadelphia
Conditional Reservation of Tax Credits: $1,850,000
This project will consist of the new construction of a three-story building with 63 one-bedroom units designated for senior residents ages 62 and older, including 12 accessible units. The development will total approximately 60,900 square feet.
Camino De Oro II
Location: Philadelphia
Conditional Reservation of Tax Credits: $1,622,831
This proposal is for the new construction of a three-story building, with one elevator, consisting of 38 one-bedroom units for people aged 62 and above. There will be six accessible units. The development is estimated to be a total of 35,639 square feet.
Pathways 17th Street Community Corridor
Location: Philadelphia
Conditional Reservation of Tax Credits: $1,615,597
This proposal is for the new construction of nine three-story buildings, consisting of 20 one-bedroom units, 12 two-bedroom units, and 6 three-bedroom units for general occupancy. There will be 13 accessible units. The development is estimated to be a total of 42,992 square feet.
Westbrook Community Apartments
Location: Philadelphia
Conditional Reservation of Tax Credits: $1,457,808
This proposal is for the new construction and substantial rehab of one three-story building, consisting of 22 one-bedroom, 4 two-bedroom, and 8 3-bedroom units for general occupancy. There will be six accessible units. The development is estimated to be a total of 49,916 square feet
11th & Berks
Location: Philadelphia
Conditional Reservation of Tax Credits: $1,672,008
This project is part of a twinning development strategy with another 4% application. The proposal is for the new construction of a single, seven-story, high-rise building, which will include the two condominiums. The 9% condominium will consist of 16 one-bedroom, 15 two-bedroom, and nine three-bedroom units for general occupancy. There will be four accessible units and one unit equipped with features for residents requiring hearing and vision accessibility accommodation. The development is projected to be a total of 177,367 square feet, with 65,818 square feet in the 9% condo.
