June 13, 2025 − Senator Vincent Hughes, Senate Democratic Appropriations Chair, announced over $14M in Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE) grants for affordable housing projects in Philadelphia and Montgomery County. The grants were awarded by the Pennsylvania Housing Finance Agency (PHFA).

“Pennsylvania needs more affordable housing. It’s that simple,” said Senator Hughes. “Leaders from all levels of government should be doing everything they can to address Pennsylvania’s housing shortage and finding ways to get people into homes they can afford and be proud of. These PHARE grants are an important tool we use at the state level to bring more units, more opportunity, and more support to people who need it.”

According to the National Low Income Housing Coalition, Pennsylvania has a shortage of over 250,000 affordable housing units for extremely low-income renters. For perspective, only about 38% of these low-income renters currently have access to housing they can afford. Nationwide, there is a shortage of 7.1M affordable and available homes for extremely low-income renters.

Over 65 projects in Philadelphia and Montgomery Country received PHARE grants is this round of funding, including projects led by the SeniorLAW Center, Ardella’s House, PhillySEEDS, and Habitat for Humanity Philadelphia.

PHFA awarded a total of $73M to 387 housing initiatives across Pennsylvania. A full list of all award recipients is available on the PHFA website.
