ROYERSFORD, July 16, 2026 − State Sen. Katie Muth (D-Chester/Montgomery/Berks) today announced that two projects in Chester County in Senate District 44 have received $2.75 million in grants through the competitive Redevelopment Assistance Capital Program (RACP).
Friendship Ambulance received $1.95 million toward the construction of a new, state-of-the-art 911 Emergency Medical Services Ambulance Station to serve East Vincent Township. Schuylkill Township received $800,000 toward construction projects to upgrade the facilities at the police station and the administrative offices at the township municipal complex.
“With the legislature enacting another state budget that lacks meaningful support for our first responders, this grant funding to build a new EMS facility in East Vincent Township and to enhance facilities for Schuylkill Township Police Department is a critical and necessary investment in public safety in SD44,” Muth said. “Too often, the RACP program is used to encourage private investment and industrial development, however, these two awards are proof that this program can be used for projects that matter to the health of our residents and the safety of our communities.”
Friendship Ambulance currently serves residents and visitors to East Vincent Township with an ambulance housed in Spring City as a part of a cooperative with the Liberty Steam Fire Company. That ambulance is dispatched via the Chester County Department of Emergency Services. The new EMS station in East Vincent Township will be the primary, 24/7 emergency response for East Vincent and Spring City; it will also serve as a backup response to nearby communities including Royersford, East Coventry, North Coventry, East Pikeland and Limerick Township.

Senator Katie Muth’s advocacy ensures that our dedicated EMS personnel have the resources they need to protect and care for the residents of East Vincent Township and our surrounding service areas.”
The Schuylkill Township grant will fund several upgrades at the police department including updates to the men’s and women’s locker rooms, restrooms and showers, secure storage for evidence and ammunition, and the addition of an interview room and a holding cell. The grant will also allow Schuylkill Township to upgrade their administrative facility with modernized offices, flexible workstations, and a large conference room that may also serve as caucus space for the Board of Supervisors.
RACP is a commonwealth grant program administered by the Governor’s Office of the Budget for the acquisition and construction of regional economic, cultural, civic and community development improvement projects. The program requires a dollar-for-dollar match in non-state funding in the project and all project related expenses must be incurred and satisfied in advance of approved reimbursements from the state.
