SB 1166, PN 1753 (K. Ward) – A Joint Resolution proposing an amendment to the Constitution of Pennsylvania related to the duration of disaster emergencies. Senator Hughes offered amendment A06132 which proposes an amendment to Article 1 of the Constitution to provide equal protection of rights under the law shall not be denied because of race or ethnicity. The amendment passed by a vote of 50-0. Senator Boscola offered amendment A06201 which amends Article B to create a direct ballot initiative. The amendment failed by a vote of 15-35. The bill was approved by a vote of 44-6.

HB 2502, PN 3774 (Mihalek) – This bill amends the Administrative Code to require the Department of State to issue a report to the General Assembly regarding the 2020 primary election. Senator Haywood offered amendment A06123 which requires the Department of State report on the June 2, 2020 primary to include, for each county and the total for PA, the number of absentee and mail-in ballots received in the time period between 8PM on primary election day and 7 days following the primary. Senator Santarsiero  offered amendment A06177 which provides for a study of pre-canvassing activity on election day to determine whether to give counties more time for pre-canvassing. Both amendments failed by a vote of 21-29. The bill was approved by a vote of 50-0.
