SB 87, PN 64 (Baker) – The bill amends Titles 18 (Crimes Code), 23 (Family Code), and 42 (Judicial Code) to strengthen the enhancement on child pornography crimes against very young children. A vote of 46-2 was recorded.
SB 109, PN 102 (Pittman) – Amends the Fiscal Code, Act 176 of 1929, by repealing provisions relating to Mortgage and Rental Assistance Grant Program administered by the Pennsylvania Housing Finance Agency (PHFA). Senator Saval offered amendment A00205 which changes the date by which a county must certify to DHS whether it has obligated 65% of its grant funds as a part of the rental and utility assistance grant program from August 31, 2021 to July 1st. It also changes the county’s duty to certify the amount of funding expected to be obligated from September 1, 2021 through December 31, 2021 to July 2, 2021 through December 31, 2021 instead. It changes the date by which DHS may recoup and reallocate counties’ excess funding to other counties that demonstrated a shortfall, from September 15, 2021 to July 15, 2021. Finally, it moves the date by which DHS must distribute any additional allocations PA receives from the Federal Government for Federal rental assistance to counties that obligated at least 65% of their initial allocations from August 31, 2021 to July 15, 2021. The amendment failed by a vote of 21-27. The bill was approved by a vote of 48-0.
