SB 1141, PN 1486 (Gebhard) – The bill authorizes DMVA to determine future use of the Lt. Gov.’s mansion for veterans’ programs and National Guard families. A vote of 47-0 was recorded.

SB 1265, PN 1703 (Stefano) – This bill would create a publicly accessible training and education certification management system under the Office of the State Fire Commissioner to allow fire companies and firefighters to access, track, and maintain records of the fire and emergency training courses they have completed. A vote of 47-0 was recorded.

SB 1243, PN 1800 (Gebhard) – This bill creates a new high school graduation requirement of a course on individual economics and personal finance.

Amendment A05736 (Costa) – The amendment removes the completion of a full-credit economics and personal finance course as a graduation requirement and the mandated curriculum components of the economic and personal finance course.

The amendment replaces the bill’s approach to update the economic education and personal financial literacy program with the following additions to the existing program:

  1. Requires the State Board of Education to review and update, as appropriate, academic standards for personal financial literacy instruction within 3 months of the effective date and then every 5 years thereafter.
  2. Requires the department to update resources available for personal financial literacy by July 1, 2023.
  3. Requires the department to update its certification and staffing guidance (CSPGs) to delineate who can teach personal financial education.
  4. Requires school entities to assess its economic education and personal financial literacy integration of instruction and report to the school board of directors or its governing body annually no later than May 1 of each school year.

The amendment failed by a vote of 19-28 and a vote of 29-18 was recorded on the bill.

SB 1330, PN 1905 (K. Ward) – Requires insurance coverage for all costs associated with genetic counseling and testing for BRCA gene mutations for individuals at increased risk based on a clinical risk assessment tool and a personal or family history of breast or ovarian cancer.

Amendment A05717 (K. Ward) – The amendment adds the definitions ‘health insurance policy’ and ‘insurer’ for simplifying language in the bill as follows:

  • A provision specifically excluding certain policies required to provide coverage under the bill is removed with those same policies added as an exclusion to the term ‘health insurance policies’.
  • Allows for detailed type language in the bill to be replaced throughout by the term ‘health insurance policies’ or ‘insurer’.

The amendment changes the term genetic testing to genetic laboratory testing of the BRCA1 and BRCA2 genes for the requirements under minimum coverage.

The amendment adds to the bill a definition for ‘genetic counseling’ that is consistent with State law.

The amendment clarifies that the genetic testing must be provided by a licensed, certified or otherwise regulated individual.

The amendment was agreed to by a voice vote and the bill went over in its order as amended.
