HB 858 PN 1806 (Soloman): Amends Title 68 (Real and Personal Property) to require individuals and businesses to provide contact information to counties when purchasing a property which municipalities could request, thereby providing them with the ability to contact the person responsible for the property if issues should arise. The bill was approved, 44-6.

Nelson): Establishes the Public Safety and Rehabilitation Act which allows incarcerated people at the state level to earn vocational and educational credits to make them eligible for parole early. Was amended on 7/11 in the Senate Rules Committee to incorporate SB 1400 (Baker) to provide for sentencing and parole for murder of the second degree. The bill was approved 30-20.

HB 1286 PN 3228 (Young): Amends the National Human Trafficking Resource Center Hotline Notification Act, to require public lodging establishments and third-party listing platforms to provide human trafficking awareness training to employees and rental operators, respectively. The bill was approved, 48-2.
HB 1646 PN 1996 (Carroll): Amends the Barbers’ License Law to change quorum requirements for the State Board of Barber Examiners. The bill was approved 49-1.
HB 1851 PN 2716 (Curry): Amends the Vital Statistics Law of 1953 to add midwives to list of professionals who can certify fetal death. The bill was approved, 49-1.
HB 1862 PN 3768 (Neilson): Amends Titles 35 (Health and Safety), 42 (Judiciary) and 75 (Vehicles) to reform and streamline the application to and administration of the PennDOT ignition interlock program. Was amended on 7/11 to incorporate HB 1591 (Neilson) into the bill, which authorizes privately owned parking lots to access PennDOT’s license plate records for the purpose of mailing vehicle owners an invoice for any unpaid parking charges. The bill was approved, 45-5.

HB 2559 PN 3769 (Smith-Wade-El): Omnibus land conveyance legislation. Was amended on 7/11 to include technical changes, a Benner Township conveyance, and removal of certain Penn State deed restrictions. The bill was approved 46-4.
SR 216 PN 1416 (Dush): A resolution directing the Legislative Budget and Finance Committee to audit and issue a report on the State’s Medical Assistance Program. Senator Haywood offered Amendment A04195, which removes references to the 2017 and 2024 United States Office of Inspector General audits from the resolution to avoid duplication of federal reports and narrows the focus of the study. Senator Pittman made a motion to table the amendment. The vote to table the amendment was 27-23 and the amendment was tabled. The resolution was adopted, 31-19.
SB 146 PN 1888 (Baker): Fiscal Code (budget). Amends Title 51 (Military Affairs) to establish the Veterans’ Trust Fund Board within the Department of Military and Veterans Affairs. The bill was concurred in amendments made by the House, 46-4.
SB 779 PN 1862 (Picozzi): Amends title 18 (Crimes and Offenses) to creates the offense of unlawful towing and towing storage facility practices and imposing penalties. The bill was concurred in amendments made by the House, 49-1.
SB 992 PN 1649 (Brooks): Amends the Telemarketer Registration Act of 1996 to update provisions related to telemarketing practices, including telephone solicitations such as calls, texts, voicemails and automated communications, and establishing updated standards for consent, registration exemptions, calling times, prohibiting “spoofing,” and enforcement. The bill was concurred in amendments made by the House, 50-0.
