SB 153, PN 125 (J. Ward) – The bill exempts milk haulers from travel restrictions on highways during a declaration of disaster emergency.
Amendment A05731 (J. Ward) – The amendment provides that a milk hauler may transport milk during periods of a declared emergency if the milk hauling vehicle displays a decal issued by the PA Milk Board identifying the vehicle as a milk hauler.
The PA Milk Board may charge a fee for the issuance of the decal that does not exceed the administrative costs of producing and issuing the decal. The same fee may be imposed to replace a lost or stolen, damaged or illegible decal.
The amendment passed by a vote of 31-17, and the bill went over in its order as amended.
SB 1237, PN 1889 (Baker) – The bill amends Act 287 of 1974, known as the Underground Utility Line Protection Law (UULPL), providing for definitions; duties for facility owners, designers, excavators, project owners and the damage prevention committee; and specifies penalties for violations of the act.
Amendment A05684 (Baker) – Instead of making facility owners responsible for locating lines installed before the “effective date” of the legislation, this amendment makes them responsible for locating lines installed before “April 30, 2018.”
Current law requires facility owners to mark and identify abandoned main lines if “possible” based upon existing records. The bill would have removed “possible”, requiring them to mark abandoned main lines if based upon existing records. This amendment reinserts the “if possible” language in current law.
It also makes the act effective immediately, rather than in 60 days.
The amendment passed by a vote of 48-0, and the bill went over in its order as amended.
HB 2288, PN 3444 (Marshall) – The bill amends the Second Class Township Code to remove a cap on compensation for supervisors in second class townships. A vote of 46-2 was recorded.
