SB 93, PN 882 (Bartolotta) – Amends Title 18 of the Pennsylvania Consolidated Statutes to create the offense of drug delivery resulting in serious bodily injury.  A vote of 50-0 was recorded.

SB 118, PN 937 (Langerholc) – This bill will establish the Recovery to Work Pilot Program within the Department of Labor and Industry. The goal of the pilot program is to provide individuals in recovery from a drug addiction with career development opportunities and work experience through local workforce development boards.  Senator Langerholc offered amendment A02086, which was technical in nature.  The amendment was agreed to via voice vote and the bill went over in its order as amended.

SB 321, PN 717 (Martin) – The bill adds a Chapter 5 to Title 53, which creates a way for a municipality in a Third Class County to prohibit the location of VGT establishment licensees (i.e. a truck stop) within the municipality.  Senator Martin offered amendment A02088, which removes language providing for the repeal of a prohibition via a local ballot question.  The amendment was approved by a vote of 50-0 and the bill went over in its order as amended.

HB 384, PN 354 (Kail) – House Bill 384 amends section 1504 (related to classes of licenses) of Title 75 (Vehicles) to increase the fine for driving a motor vehicle in Pennsylvania without the proper class of license for the type of vehicle being driven from $25 to a maximum fine of up to $200.  A vote of 50-0 was recorded.

SB 536, PN 859 (Browne) – This bill would establish the Public Higher Education Funding Commission and provide for its powers and duties.  A vote of 50-0 was recorded.

SB 572, PN 862 (Aument) – This bill would amend Title 35 (Health and Safety) to provide for opioid treatment agreements between patients and prescribers.  Senator Aument offered amendment A02003, which would require prescribers to discuss with the patient any nonopioid treatments options available for treating chronic noncancer pain.  The amendment was agreed to via voice vote and the bill went over in its order as amended.

SB 675, PN 820 (Brooks) – This bill would provide for certified, office-based prescribers of buprenorphine.  A vote of 41-9 was recorded.

SB 724, PN 894 (Croman) – This legislation amends Title 24 (Education) and 71 (State Government) to make technical corrections to Act 5 of 2017 and add provisions for nonparticipating employer withdrawal liability allocation under the Public School Employees’ Retirement System.  Senator Browne offered amendment A02115, which establishes the Public Markets Emerging Investment Manager Program.  The amendment was agreed to via voice vote and the bill went over in its order as amended.

SB 733, PN 945 (Browne) – This is the Pennsylvania Gaming Economic Development and Tourism Fund Capital Budget Itemization Act for 2019.  A vote of 50-0 was recorded.

SB 123, PN 504 (Sabatina) – Amends Title 61 (Prisons and Parole) providing more time for the Pennsylvania Board of Probation and Parole (“the Board”) to consider the applications of sexually violent predators.  Senator Sabatina offered amendment A00654, which was technical in nature.  The amendment was agreed to via voice vote and the bill was agreed to as amended, moving it up on the calendar.

SB 661, PN 950 (J. Ward) – Establishes a new chapter in the Agriculture Code to provide for grants to enhance the Federal Specialty Crop Block Grant Program.  Senator Schwank offered amendment A01951, which makes technical changes to the bill.  The amendment was agreed to via voice vote and the bill went over in its order as amended.
