HB 467, PN 1022 (Deasy) – This bill amends the Liquor Code to exempt licensees seeking off-premises catering permits for end-of-life memorial events. Senator Laughlin offered amendment A2231, which establishes a special sporting event permit for public venue licensees who are hosting a special sporting event (drafts, all-star games, bowl games, etc.), and allows for the re-auctioning of “dead” retail liquor licenses at an excess auction at least once per year. The amendment was approved, 50-0, and the bill went over in its order as amended.
SB 848, PN 940 (Comitta) – Amends the Administrative Code to add the Director of PEMA and the Executive Director of the PHMC as ex officio members on the State Planning Board and increases the Board’s quorum. A vote of 50-0 was recorded.
SB 862, PN 973 (Kim) – Amends Title 8 (Boroughs and Incorporated Towns) to clarify the process for filling borough council vacancies when a majority of the seats are vacant and provides for an expedited board vacancy process. A vote of 48-2 was recorded.
SB 871, PN 971 (Dush) – Amends the Second Class Township Code to allow for the use of irrevocable letters of credit in contracting. A vote of 49-1 was recorded.
SB 971, PN 1112 (Kearney) – This bill amends the Act 69 of 1933, known as the Second Class Township Code, by changing the date of completion, filing, and publication of the Annual Township Report from the first day of April to the last day of June of each year. A vote of 50-0 was recorded.
SB 975, PN 1116 (Hutchinson) – This bill amends Section 1059.1 of Title 8, known as the Borough Code, and Section 11812 of Title 11, known as the Third Class City Code, by changing the date of completion, filing, and publication of the Audit and Annual Financial Report from 90 days after the close of the fiscal year to the last day of June after the close of each fiscal year. A vote of 50-0 was recorded.
SB 1036, PN 1205 (Keefer) – Amends the First Class Township Code to consolidate the code into Title 73 (Townships) and makes updates to specific sections. Senator Keefer offered amendment A2218, which specifies what must be included in the summary of a proposed ordinance, and requires that a proposed ordinance make reference to the website where it can be examined. The amendment was agreed to via voice vote and the bill went over in its order as amended.
SB 1070, PN 1250 (Rothman) – This legislation amends Title 58 (Oil and Gas) to broaden the scope of eligible bridge projects by amending § 2315(a.1)(3) to allow funds distributed from the Highway Bridge Improvement Restricted Account to be used to improve any county or municipal bridge, not just those classified as “at-risk deteriorated.” A vote of 49-1 was recorded.
