AI Transparency

Harrisburg, PA May 6, 2026 − State Senator Nick Pisciottano (D-Allegheny) announced today that his legislation, Senate Bill 806, has been unanimously reported out of the Senate Communications and Technology Committee with bipartisan support, marking a key step forward in protecting consumers from deceptive artificial intelligence content.

The legislation would require disclosure when artificial intelligence is used to generate images, audio, video, and text used for the sale of consumer goods and services.

“Artificial intelligence is transforming the way we live and work, and it holds tremendous potential to improve efficiency and productivity,” said Senator Pisciottano. “But in the wrong hands, it can also be used to mislead consumers, spread false information, and facilitate scams. We have a responsibility to ensure that Pennsylvanians are protected. SB 806 strikes a balance between innovation and safety so that Pennsylvania can be a leader on sensible AI protections”

As AI technology becomes more advanced, it is increasingly difficult for consumers to distinguish between authentic and artificially generated content, particularly in online marketplaces. Highly realistic images, videos, and product descriptions can obscure the truth and lead to fraud or misrepresentation.

SB 806 aims to address these concerns by requiring disclosure if AI is used to create content tied to the sale of a product. Supporters say this will empower consumers to make informed decisions and reduce the risk of deception.

“This is a commonsense, bipartisan consumer protection measure,” Senator Pisciottano added. “Pennsylvanians deserve to know when the content they’re seeing has been generated by AI. Transparency builds trust and helps prevent bad actors from taking advantage of new technology.”

The legislation now advances to the full Senate for consideration. Similar legislation passed out of the House Communications and Technology Committee on May 5th.
