HARRISBURG, PA. — July 20, 2026 − Senator John I. Kane announced that more than $13.65 million in Regional Assistance Capital Program (RACP) funding has been awarded to projects across Delaware and Chester counties, supporting investments in healthcare, education, recreation, economic development, and community infrastructure.
The funding will help modernize critical facilities, expand access to healthcare, strengthen educational institutions, and create spaces that will serve residents for generations to come.
“These investments are about building stronger, healthier communities and ensuring our district has the resources it needs to thrive,” said Senator John I. Kane. “From expanding access to emergency healthcare and modernizing educational facilities to investing in recreation and community spaces, these projects will improve quality of life, create jobs, and strengthen our local economy. I’m proud to advocate for investments that deliver lasting benefits to the people of Delaware and Chester counties.”
The approved RACP awards include:
- The Concept School (Thornbury Township, Chester County) — $350,000 for renovations including a new building façade and entrance, redesigned lobby, additional classrooms and study spaces, library improvements, new offices, parking lot reconfiguration, and other facility upgrades.
- Chester Upland Athletic Complex (Chester City) — $1.5 million to construct a state-of-the-art athletic complex featuring an artificial turf field, eight-lane track, athletic training facility, grandstands, concession stand, and supporting infrastructure.
- Riddle Hospital Emergency Facility II— $4 million to develop a full-service outpatient emergency department with advanced diagnostic imaging, laboratory services, primary care, family medicine, and specialized emergency treatment capabilities, expanding access to high-quality healthcare throughout Delaware County.
- Trainer Borough Community Center (Trainer Borough) — $300,000 toward construction of a new community center that will provide a gathering place and expanded programming opportunities for residents.
- Widener University Lathem Hall (Chester City) — $2.5 million for comprehensive renovations including structural improvements, interior upgrades, accessibility enhancements, drainage improvements, and site beautification.
- Elwyn Specialized Inpatient Unit (Middletown Township) — $500,000 to renovate existing facilities with ADA-compliant upgrades, observation rooms, modernized patient accommodations, and exterior improvements.
- Neumann University Hockey Rink III (Aston Township) — $500,000 to support construction of a new two-rink ice arena featuring community ice rinks, classrooms, training facilities, locker rooms, spectator seating, concessions, and fully accessible amenities.
- Philadelphia Union Sportsplex III (Chester City) — $3.5 million to continue development of a premier sports complex that will include indoor and outdoor athletic fields, basketball courts, performance training facilities, academy operations, and community recreation spaces.
“Strategic investments like these create jobs during construction, attract additional investments, strengthen our institutions, and improve the services available to families across our communities,” Kane said. “I’m grateful to Governor Shapiro and our state partners for recognizing the importance of these projects and investing in the future of Senate District 9.”
The Regional Assistance Capital Program provides grants for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects that generate long-term economic growth and community benefit throughout Pennsylvania.
