HARRISBURG, PA – MARCH 30, 2023: Today, Senate Democratic Appropriations Chairman Vincent Hughes (D-Montgomery/Philadelphia) announced applications have officially opened for the Housing Options Grant Program-Multi-family (HOP-MF) Program.

The $100 million program, which is further detailed below, was established as part of the 2022-2023 Pennsylvania State Budget and funds will be used to construct and rehabilitate affordable housing units. It is funded by the American Rescue Plan Act (ARPA.) The Pennsylvania Housing Finance Agency (PHFA) is operating the HOP-MF Program.

The HOP-MF program is comprised of three subprograms: the Emergency Grant Initiative, the Preservation Initiative, and the New Construction Initiative.

  • The Emergency Grant Initiative is designed to provide funding for “emergency” repairs to existing deed-restricted affordable housing throughout Pennsylvania so that existing tenants are not displaced.
  • The Preservation Initiative is designed to provide funding to rehabilitate properties on a non-emergency basis with the goal of creating/extending the affordability period and making sufficient repairs to the property to ensure the stability of the building through the affordability period.
  • The New Construction Initiative/Construction Conversion Initiative is designed to provide financing for the construction of affordable rental properties.

Applications for the HOP-MF program are open through May 23, 2023, 4pm EST.

All grants will be awarded no later than December 31, 2024, and all funding must be spent by December 31, 2026.
