Environmental Resources & Energy 2025-2026

The Senate Environmental Resources and Energy Committee met on Wednesday, May 7, 2025 to consider the following legislation:

Senate Bill 102 (Bartolotta): amends Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes, in unconventional gas well fee, further providing for distribution of fee. — Impact Fee Withheld from Municipalities

  • This legislation passed 7-4, on a party line vote.
Senate Bill 682 (Yaw): amends the act of June 28, 1995 (P.L.89, No.18), known as the Conservation and Natural Resources Act, to rename the Department of Environmental Protection to the Department of Environmental Resources all duties and enforcement remain the same.  
  • This legislation passed 7-4, on a party line vote.
Senate Bill 704 (Yaw): An Act providing for stabilization and security of Pennsylvania’s electricity supply and for identifying and designating sites suitable for natural gas electric generation projects. 
  • This legislation passed 7-4, on a party line vote.
Senate Bill 712 (Yaw): amends Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes, in development, further providing for definitions and for plugging requirements. 
  • This legislation passed 9-2, Sens. Muth and Saval voting in the negative. 

 

The Senate Environmental Resources and Energy Committee met on Monday, March 24, 2025 to consider the following legislation:

SB109 (Laughlin): Adds the definition of Groin structure and reduces current charge on both new and existing structures to no more than $250 per year, per structure.

  • This legislation passed unanimously.

SB349 (Yaw): establishes decommissioning and bonding requirements for project developers who seek to install or operate commercial solar electric generation facilities in PA.

  • This legislation passed unanimously.

SB403 (Yaw): Amends the Dam Safety and Encroachments Act to provide for issuance of and conditions for municipal continuous maintenance permits.

  • This legislation passed 7-4, along party lines.

SB404 (Yaw): Amends the Dam Safety and Encroachments Act to provide for county programs for the removal of obstructions and flood-related hazards on streams.

  • This legislation passed 9-2, Sens. Muth and Saval in the negative. 

The Senate Environmental Resources and Energy Committee met on Monday, January 27, 2025 to consider the following legislation:

SB 186 (Yaw): An Act providing for the abrogation of regulations relating to the CO2 Budget Trading Program, also known as the Regional Greenhouse Gas Initiative (RGGI).

This legislation passed 7-4, along party lines.

SB 187 (Yaw): Establishes an Independent Energy Office (IEO).

This legislation passed 7-4, along party lines.
