Philadelphia, PA, December 18, 2025 – State Senator Tina Tartaglione (D–2, Philadelphia) today announced that the Commonwealth Financing Authority (CFA) has approved more than $3 million in state grant funding for critical community, health care, safety, and accessibility projects throughout her district. The awards were approved through the Statewide Local Share Account (LSA) and Act 13 programs, which reinvest gaming and energy impact revenues into projects that improve quality of life across Pennsylvania.

“These investments mean safer neighborhoods, stronger community institutions, better access to health care, and real improvements people can see and feel,” said Senator Tartaglione. “I fight every budget cycle to make sure our district gets its fair share, and these projects reflect exactly what our communities need, which is accessibility, safety, health, and opportunity.”

Statewide LSA Grant Award

  • Temple University Hospital – Episcopal Campus (Community Access & Safety Improvements) – $850,000
    This project will convert unused space into a modern community room for health education, screenings, and outreach, while also installing advanced security screening technology to improve safety.
  • Esperanza Health Center, Inc. – Phoenix Park (Kensington) – $500,000
    Funding will transform vacant lots into a new community park with play space, seating, lighting, landscaping, and stormwater management.
  • Hispanic Association of Contractors and Enterprises (HACE) – Fairhill Lofts – $58,920
    Funding will help renovate the first floor for small businesses and HACE offices, alongside major building upgrades.
  • Impact Services – $850,080
    Infrastructure upgrades will include solar panels, elevator and wheelchair lift installation, and HVAC improvements to increase accessibility and efficiency at a building serving multiple community partners.
  • Temple University Hospital – Women & Families Hospital (Emergency Power Systems) – $890,355
    Funding will cover the purchase and installation of backup generators to ensure uninterrupted care during power outages.

Act 13 Grant Award

  • Lighthouse Community Recreation Center – $195,000
    Act 13 funding will support community recreation and quality-of-life improvements.
