SB 638 PN 1828 (Ward): The legislation amends the Public Welfare Code to provide for mileage reimbursement for individuals being treated for methadone addiction The bill was unanimously concurred.

SB 957 PN 1804 (Tomlinson): The bill amends the Osteopathic Medical Practice Act by providing for the licensure of athletic trainers. The bill was unanimously concurred.

SB 344 PN 1847 (Rafferty): This bill serves to authorize public-private partnerships as defined by federal law within Pennsylvania.  These P3’s would be for transportation facilities of the Department of Transportation or of proprietary public entities. The bill was approved 49-1.

SB 375 PN 1039 (Pileggi): This legislation amends Title 53 to provide that municipal authorities may not expend funds for purposes not related to their mission. The bill was unanimously approved.

SB 707 PN 694 (Solobay): Provides for spouses of active duty National Guard and Reserves to receive educational leave of absence. The bill was unanimously approved.

HB 1052 PN 2822(Gingrich): This legislation creates the “Long-Term Care Nursing Facility Independent Informal Dispute Resolution Act,” which would regulate the dispute process for long-term care nursing facilities under the purview of the Department of Health. The bill was unanimously approved.

HB 1399 PN 2891 (Perry): This bill will add to the definition of motorcycle to allow the cycle to travel on two wheels in contact with the ground which is modified by the addition of two stabilizing wheels on the rear of the motor vehicle. The bill was approved 36-14.

HB 1950 PN 2837 (Ellis): This bill amends Title 58 (Oil and Gas), pertaining to Marcellus Shale gas drilling. Senator Yudichak offered amendment A07695, which would have removed zoning language, move setbacks on well heads and increase the fee schedule. The amendment was defeated 25-25 after not receiving a majority of the vote. Senator Ferlo offered Amendment A07675, which would provide greater local control. This amendment was defeated 23-27. Senator Ferlo offered Amendment A07679 which would add edge of the wall pad for the measurement for fees. The amendment was defeated 19-31. Senator Boscola offered Amendment A07271, which would place a moratorium of two years on new leasing or issuing of well permits. The amendment was defeated 17-33. Senator Stack offered Amendment A07802, which would increase the fee to $2 million. The amendment was defeated 17-33. Senator Stack offered amendment A07803, which was tabled by a vote on party lines. Senator Ferlo offered Amendment A07370 dealing with owner privileges. The amendment was defeated 20-30. Senator Yudichak offered amendment A07910, which was similar to his previous amendment. The amendment was tabled 27-23. The bill was approved 28-22.

SR 6 PN 1833 (Greenleaf): This resolution directs the Joint State Government Commission to establish a task force and an advisory committee to conduct a study of capital punishment in Pennsylvania and to report their findings and recommendations to the Senate. The resolution was approved 38-12.

SB 1249 PN 1862(Pileggi): The bill creates the Congressional Redistricting Act of 2011. Senator Costa offered Amendment A07955 which was the Senate Democrat Reapportionment Plan. The amendment was defeated 20-30. The bill was approved 26-24.

SB 1183 PN 1857 (Orie): Amends Title 18 (Crimes Code), Title 61 (Prisons and Parole Code), Title 23 (Domestic Relations), Title 44 (Law and Justice) and Title 42 (Judicial Code) to substantially comply with the federal Adam Walsh Child Protection and Safety Act of 2006 and to close the loopholes in Megan’s Law regarding homeless offenders and out-of-state offenders who must register for a lifetime in their home states. The bill was approved 48-2.

SB 732 PN 1851 (Vance): Amends the Health Care Facilities Act (HCFA) to include abortion facilities in the licensure provisions of health care facilities, to apply ambulatory surgical facility regulations, require unannounced inspections and provide exceptions. The bill was approved 32-18
