SB 61, PN 1006 (J. Ward) – The bill amends the Liquor Code by further providing for wine and spirits auction permits. Senator J. Ward offered amendment A02752 which adds a Non-Profit whose mission is to improve quality of life for individuals with developmental disabilities and their families located in a city of the 3d class in a county of the 5th class that has been in existence for sixty years. This is the ARC of Blair County. The amendment was approved by a voice vote and the bill went over in its order.

SB 81, PN 55 (Sabatina) – Eliminates the ability to marry under the age of 18. A vote of 49-0 was recorded.

SB 398, PN 380 (Gordner) – This legislation amends the Regulatory Review Act by making changes that would essentially give standing committees of the Legislature unilateral power to hold up any rulemaking by IRRC. Senator Muth offered three amendments:

A03216 – This requires each standing committee majority chairperson to conduct an informational hearing on the proposed regulation within 15 days of the chairperson receiving the proposed regulation. This also requires majority chairpersons to conduct an additional informational hearing upon the request of any member of the committee, instead of upon a petition by a majority of the committee. Committee chairs must also conduct informational hearings on the final-form regulation within 15 days of the chairperson’s receipt of the regulation.

A03182 – Removes the language prohibiting LAB from publishing the agency’s statement of purpose along with the notice of proposed rulemaking.

A03184 – Limits the amount of times that the standing committee can suspend IRRC’s consideration of a regulation to one time. Any second or subsequent standing committee notifications of disapproval or intent to further review will not delay IRRC consideration of the regulation.

The amendments each failed by a vote of 22-27. A vote of 27-22 was recorded.

SB 412, PN 730 (Stefano) – This is a Joint Resolution proposing an amendment to the Constitution removing the prohibition of federal, state or municipal employees from serving as poll workers. A vote of 47-2 was recorded.

SB 413, PN 432 (Martin) – This is a Joint Resolution proposing an amendment to the Constitution to remove the requirement that judicial candidates appear on a separate ballot. A vote of 49-0 was recorded.

HB 859, PN 2086 (Barrar) – This legislation re-authorizes Chapter 53, 911 Emergency Communication Services, under Title 35 (Health and Safety), with several amendments. Senator DiSanto offered amendment A03330 which would provide for the non-profit security grant fund. The amendment was agreed to by a voice vote and the bill went over in its order.
