SB 144, PN 96 (Yaw) – Allows applicants for Act 537 plan supplements or revisions to use alternate on-lot sewage disposal systems that are permitted by a sewage enforcement officer. A vote of 50-0 was recorded.
SB 553, PN 960 (Rafferty) – This bill amends Title 75 (Vehicle Code) to clarify and reaffirm penalties under the Vehicle Code, and further provide for surrender and destruction of a driver’s license. A vote of 50-0 was recorded.
SB 592, PN 670 (Stefano) – This bill requires school boards to post on their websites offers for employment to superintendents, principals, and other school administrators. A vote of 36-14 was recorded.
SB 9, PN 97 (Stefano) – This bill creates the Proof of Citizenship for Receipt of Public Benefits Act. It would require anyone who applies for public benefits to provide an acceptable form of identification to the administering Commonwealth agency. An agency that administers public benefits will verify the applicant’s legal presence in the U.S. using the Systematic Alien Verification Entitlement (SAVE) program. The applicant must also execute an affidavit stating that he/she is a U.S. citizen or is otherwise in the country legally. Senator Stefano offered amendment A01895, which removes unemployment benefits from the definition of “public benefits,” adds the Dept. of Homeland Security and other federal agencies as acceptable sources of proof of lawful presence, and removes the penalty for possessing an access device if it was not obtained through fraud. The Senate agreed to the amendment via voice vote. The bill was agreed to as amended and then re-referred to the Senate Appropriations Committee.
SB 242, PN 223 (Baker) – Senate Bill 242 amends The Underground Utility Line Protection Law by making several changes to the law, chiefly of which is transferring oversight of the One Call Law from the Department of Labor & Industry to the Public Utility Commission (PUC). Senator Baker offered amendment A02050, which provides for various exemptions; makes unconventional oil and gas well production and gathering lines subject to One Call; makes changes to the prevention committee and provides for an annual report; and makes other clarification, definition and technical changes. The Senate agreed to the amendment via voice vote. The bill was agreed to as amended and then re-referred to the Senate Appropriations Committee.
