SB 497, PN 1703 (Eichelberger) – An Act reenacting and amending The Third Class City Code. The Senate concurred on amendments placed by the House of Representatives. The Senate concurred on amendments placed by the House of Representatives. A vote of 48-0 was recorded.

HB 21, PN 114 (Grell) – Amends the Mental Health Procedures Act, in criminal justice determinations, further providing for incompetence and for procedure. A vote of 48-0 was recorded.

SB 771, PN 1584 (Gordner) – Amends The Administrative Code of 1929, providing for the State Geospatial Coordinating Board.

Senator Gordner offered amendment A05866 which adds the Commissioner of the Pennsylvania State Police or a designee as an ex-officio non-voting member of the State Geospatial Coordinating Board.  The amendment was agreed to and the bill went over as amended.

HB 798, PN 2424 (Heffley) – Amends Title 30 (Fish) further providing for organization of commission.

Senator Alloway offered amendment A05370 which clarifies the terms of office for the commission. The amendment was agreed to and the bill went over as amended

SB 1187, PN 1726 (Argall) – Amends Title 75 (Vehicles) in registration of vehicles, providing for Pennsylvania hunting heritage plates and for special plates for recipients of Combat Infantry Badge; further providing for special plates for individuals in the service of the United States Merchant Marine; and, in fees, further providing for payments to special funds. A vote of 48-0 was recorded.

SB 1195, PN 1651 (Gordner) – Amends the Workers’ Compensation Act, in liability and compensation, further providing for injuries outside this Commonwealth; in the Uninsured Employers Guaranty Fund, further providing for definitions, for fund, for claims, for claim petition, for administration and for assessments and transfers; and providing for uninsured employer obligations and for administrative penalties and stop-work orders.

Senator Gordner offered amendment A05926 which allows an employee of an out-of-state employer to submit a citation of law to show the employee’s ineligibility for workers compensation in that state. It also clarifies that the employee may submit either a court ruling or an administrative ruling to show such ineligibility. The amendment was agreed to and the bill went over as amended.

Senator Tartaglione offered amendment A05358 which adds a severability section. The amendment failed 22-26.

Senator Smith offered amendment A05952 which permits the claimant employee to provide testimony on wage amounts without restrictions by removing the requirement that the claimant employee must offer additional evidence. The amendment failed 22-26.

Senator Blake offered amendment A05815 which provides workers’ compensation at the federal mean hourly wage, based on job classification and metro area, when the amount of wages cannot be proven. The amendment failed 22-26.

SB 1000, PN 1655 (Scarnati) – Amends the Public School Code of 1949, providing for rural regional community college for underserved counties.

Senator Scarnati offered amendment A05914 which adds definitions of “partner institution” and “middle states”; reduces the time for the board of trustees to hold first meeting from 60 days of the board’s appointment to 30 days; and makes other technical changes.  The amendment was agreed to and the bill went over as amended.

SB 1023, PN 1733 (McIlhinney) – Amends the Construction Code Act, further providing for the duties of the council, for revised or successor codes and for education and training programs.

Senator McIlhinney offered amendment A05479 which removes a provision which allows the Uniform Construction Code Review and Advisory Council to “re-review” the 2012 International Construction Code. The amendment was agreed to and the bill went over as amended.
