HB 83, PN 2769 (Lawrence) – House Bill 83, Printer’s Number 2769 amends the Capital Facilities Debt Enabling Act (CFDEA) to change the amortization methodology for new capital budget debt. For bonds issued on or after July 1, 2018, the bill would only permit the Commonwealth to structure capital debt using the equal annual maturities, or level principal methodology. Beginning July 1, 2019 municipalities will be required to use at least two third-party agencies unless they are unable to obtain multiple offers. Senator Blake offered amendment A10411 which requires a permit applicant from the municipality chose from third party agencies approved and contracted by the municipality.
