HB 26, PN 4146 (White) – Amends section 1341(c)(relating to special registration plates) of Title 75 (Vehicles) to authorize PennDOT to issue special organization registration plates for motorcycles. A vote of 48-1 was recorded.

HB 99, PN 4254 (Zimmerman) – Allows boroughs to waive competitive bidding processes in cases of emergency. A vote of 49-0 was recorded.

HB 149, PN 4251 (Knowles) – Amends Title 18 (Crimes Code) regarding unlawful use of audio or video recording device in court. A vote of 49-0 was recorded.

HB 163, PN 4053 (Saccone) – An Act amending Titles 4 (Amusements), 18 (Crimes and Offenses), and 75 (Vehicles) of the Pennsylvania Consolidated Statutes, further providing for suspension of operating privileges of licensed drivers. Senator Ward offered amendment A10373 which makes a technical change. The amendment was agreed to via voice vote and the bill went over in its order as amended.

HB 285, PN 2221 (Stephens) – This bill amends 42 (Judicial Code) to further provide for the collection of restitution, fees, costs and fines by a correctional facility. Senator Killion offered amendment A10358 and Senator Martin offered amendment A09634. Both amendments made technical changes, were agreed to by voice vote and the bill went over in its order.

HB 353, PN 3779 (Nesbit) – Amends the Controlled Substance, Drug, Device and Cosmetic Act by requiring electronic prescriptions for Schedule II, III, and IV controlled substances. A vote of 49-0 was recorded.

HB 544, PN 3213 (Moul) – Amends the Recreation Use of Land and Water Act to include improvements made to land and water. Senator Corman offered amendment A10359 which provides for further definitions. The amendment was agreed to by a voice vote and the bill went over in its order.

HB 927, PN 1080 (Rader) –  Amends the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988 to exempt certain municipalities from leaf collection. A vote of 34-15 was recorded.

HB 1013, PN 4069 (Barrar) – Amends Act 284 of 1921, known as The Insurance Company Law of 1921, by requiring reimbursement for emergency medical services provided when no transport of a patient is initiated. A vote of 49-0 was recorded.

SB 1069, PN 1537 (Costa) – This legislation would allow municipal corporations (cities, boroughs, towns and townships) within counties of the second class (Allegheny) to voluntarily dissolve and be substituted for unincorporated districts, which would be administered by the county. A vote of 49-0 was recorded.

SB 1157, PN 2099 (Vulakovich) – The legislation amends the Fiscal Code to authorizes the Office of the Auditor General to conduct an audit regarding the implementation of a statewide radio network for law enforcement and emergency responders in the commonwealth.           A vote of 49-0 was recorded.

HB 1216, PN 3819 (Farry) – Amends Title 18 (Crimes And Offenses) and Title 42 (Judiciary and Judicial Procedure) in riot, disorderly conduct, providing for definitions, for neglect of animal and for the offense of attack of guide dog; further providing for the offense of discrimination on account of guide, signal or service or other aid animal and providing for rescue from motor vehicle.  Senator Dinniman offered amendment A09092 which provides for protections for animals against abuse. The amendment was agreed to by a voice vote and the bill went over in its order.

HB 1539, PN 3353 (Pashinski) – Amends Chapter 56 (Standby Guardianship) of Title 23 (Domestic Relations) to change the title of that chapter to Standby and Temporary Guardianship and to add a Subchapter C (Temporary Guardianship). A vote of 49-0 was recorded.

HB 1885, PN 4255 (Ryan) – Amends Title 20 (Decedents, Estates and Fiduciaries), Chapter 31 (Dispositions Independent of Letters; Family Exemption; Probate of Wills and Grant of Letters), Subchapter E (Personal Representative; Bond), Section 3175 (Requiring or changing amount of bond). A vote of 49-0 was recorded.

HB 1936, PN 2753 (Wentling) – An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in snowmobiles and all-terrain vehicles, further providing for operation by persons under age sixteen and for mufflers and sound controls. Senator Hutchinson offered amendment A10214 which provides for restrictions on the use of highways and bridges. The amendment was agreed to by a voice vote and the bill went over in its order.

HB 1958, PN 3774 (Rothman) – Amends Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in general provisions, further providing for definitions; in rules of the road in general, providing for platooning; and providing for autonomous vehicles. Senator Rafferty offered amendment A10088 which provides for further restrictions for platoons. The amendment was agreed to by a voice vote and the bill went over in its order.

HB 2049, PN 3127 (Moul) – This legislation creates the Assistance and Service Animal Integrity Act that will permit landlords to ask for documentation of one’s disability-related need for an assistance/service animal if an individual request an exception to the housing policy prohibiting a certain type of animal.  The bill also provides for penalties for misrepresentation as well as protects a landlord from being liable in the case of a service animal injuring someone. A vote of 48-1 was recorded.

HB 2075, PN 4249 (Charlton) – The legislation amends Title 66 (Public Utilities) to provide for the replacement of consumer-owned lead-water and lead-wastewater line laterals. A vote of 48-1 was recorded.

HB 2124, PN 3674 (C. Quinn) – This bill would require schools of higher education communicate certain loan information to students annually. Senator Killion offered amendment A10354 which provides for student loan notification initiatives. The amendment was agreed to by a voice vote and the bill went over in its order.

HB 2453, PN 3590 (Ellis) – Amends the Check Casher Licensing Act to update licensing, suspension and revocation provisions. A vote of 49-0 was recorded.

HB 1511, PN 4253 (M.Quinn) – Amends Act 2 of 1971 (Tax Reform Code) to update and clarify the collection of the hotel occupancy tax from online travel companies. A vote of 43-6 was recorded.
