SB 812, PN 1078 (Hughes) – This legislation would make an appropriation from the Professional Licensure Augmentation Account and from restricted revenue accounts within the General Fund to the Department of State for operations.  A vote of 49-0 was recorded.

SB 813, PN 1079 (Hughes) – Senate bill 813 provides for appropriations from the Workmen’s  Compensation Administration  Fund to the Department of Labor and Industry, the Uninsured Employers Guaranty Fund (UEGF), and to the Office of the Small Business Advocate within the Department of Community and Economic Development.  Senator Gordner offered amendment A02604, which decreases the amount, from $5 million to $3 million, dedicated for maintenance of the Uninsured Employers Guaranty Fund.  The amendment was adopted, 30-19, and the bill went over in its order as amended.

SB 814, PN 1080 (Hughes) – Senate Bill 814 makes an appropriation from the restricted revenue account within the General Fund to the Office of the Small Business Advocate in the Department of Community and Economic Development (DCED).  A vote of 47-2 was recorded.

SB 815, PN 874 (Hughes) – This legislation would make an appropriation from the restricted revenue account within the General Fund to the Office of Consumer Advocate in the Office of the Attorney General.  A vote of 49-0 was recorded.

SB 816, PN 1081 (Hughes) – Senate Bill 816 appropriates $43,777,000 from the Public School Employees’ Retirement Fund to the Public School Employees’ Retirement Board.  A vote of 49-0 was recorded.

SB 817, PN 1082 (Hughes) – The bill appropriates $23,592,000 from the State Employees’ Retirement Fund to the State Employees’ Retirement Board.  A vote of 49-0 was recorded.

SB 818, PN 877 (Hughes) – Senate Bill 818, Printer’s Number 877 makes an appropriation from the Philadelphia Taxicab and Limousine Regulatory Fund and Philadelphia Taxicab Medallion Fund to the Philadelphia Parking Authority (PPA) for its responsibilities under Title 53, Chapter 57 (Taxicabs and Limousines in First Class Cities).  A vote of 47-2 was recorded.

SB 819, PN 1083 (Hughes) – This bill makes an appropriation from the restricted revenue account within the General Fund to the Office of the Public Utility Commission (PUC).  A vote of 49-0 was recorded.

SB 820, PN 1084 (Hughes) – This bill appropriates funds from the State Gaming Fund and restricted revenue accounts within the State Gaming Fund to the Office of the Attorney General, the Department of Revenue, the Pennsylvania State Police, and the Gaming Control for costs related to oversight of the gaming industry.  A vote of 49-0 recorded.

SB 129, P N 511 (Wiley) – This legislation clarifies how COLA’s are calculated for county pension plans.  Specifically, the legislation clarifies that cost-of-living adjustments (COLAs) do not need to be calculated retroactively to the date of the previous COLA approved by the county retirement board and do not need to apply the cost-of-living index change for each year since such previous COLAs.  This would remove a deterrent faced by some county pension boards hesitant to consider a COLA.  Senator Wiley offered amendment A02244, which further describes when a COLA may be provided.  The amendment was agreed to and the bill went over in its order as amended.

SB 307, PN 197 (Yudichak) – This bill amends the Administrative Code, dealing with the Environmental Quality Board (board), to allow for the board to have an independent counsel to assist the board in its review of proposed and final rulemakings, and all other matters before the board.  A vote of 49-0 was recorded.

SB 609, PN 892 (Mensch) – This bill establishes a task force on prostate cancer and related chronic prostate conditions. This act shall be known as the Prostate Cancer Surveillance, Education, Detection and Treatment Act.  A vote of 49-0 was recorded.

SB 747, PN 1077 (Vogel) – The bill amends the Medical Care Availability and Reduction of Error (MCARE) Act by requiring the Insurance Commissioner to conduct a study on punitive damages.  A vote of 40-9 was recorded.

SB 792, PN 953 (Wozniak) – This bill amends the act of June 24, 1931 (P.L.1206, No.331) known as The First Class Township Code by further providing for powers of the board of township commissioners as to building and housing regulations.  A vote of 49-0 was recorded.

SB 793, PN 1031 (Hutchinson) – This bill amends the act of May 1, 1933 (P.L. 103, No.69) known as the Second Class Township Code by further providing for building and housing regulations. Also, repealing provisions relating to building and housing inspectors.  A vote of 49-0 was recorded.

SB 811, PN 870 (Hughes) – Senate Bill 811 provides for the Capital Budget Act of 2015-2016, specifying the maximum principal amount of additional debt to be incurred during the 2015-2016 fiscal year for capital projects itemized in a capital projects itemization bill.  A vote of 49-0 was recorded.

SB 875, PN 1018 (Bartolotta) – This bill provides for the use of treated mine water in oil and gas development.  It will be a free standing act known as the “Treated Mine Water Act.”  A vote of 34-15 was recorded.

HB 911, PN 1878 (Barrar) – The bill updates definitions, telecommunications management, and operational procedures.  It establishes a more uniform 911 surcharge fee and a 911 Fund for collection and distribution of surcharges and fees.  The Senate concurred in further amendments placed by the House in HB 911.
