SB 28, PN 1421 (Browne) – This bill amends the Crimes Code, Title 18, the Domestic Relations Code, Title 23, and the Judicial Code, Title 42 of the Pennsylvania Consolidated Statutes, relating to criminal offenses against children.  Senator Browne offered amendment A03862, which was technical in nature.  The amendment was agreed to and the bill went over in its order as amended.

SB 31, PN 1430 (Fontana) – This bill amends the Child Protective Services portion of the Domestic Relations Code to provide for a consistent manner of investigation for every child abuse report, regardless of the perpetrator.  Senator Fontana offered amendment A03868, which made technical changes to the bill and added a definition for “independent contractor.”  The amendment was agreed to and the bill went over in its order as amended.

HB 79, PN 58 (Harper) – This joint resolution proposes an amendment to the Constitution of Pennsylvania increasing the mandatory retirement age for judges from 70 to 75 years.  A vote of 44-6 was recorded.

HB 493, PN 771 (Gabler) – House Bill 493 amends the act of February 9, 1999 (P.L. 1, No. 1), known as the Capital Facilities Enabling Act, to address the provisions dealing with redevelopment assistance capital projects (RACP) and the limitations on maximum allowable debt outstanding for RACP. The bill also modifies provisions related to capital project itemization bills and debt authorization bills.  Senator Pileggi offered amendment A03897 on behalf of Senator Corman.  The amendment clarifies the procedure for the capital budget, adds a definition for “community asset project,” and adds requirements for the Capital project itemization bill.  The amendment was agreed to and the bill went over as amended.

SB 1024, PN 1235 (Rafferty) – This bill amends the Crimes Code, Title 18, and the Judicial Code, Title 42 of the Pennsylvania Consolidated Statutes, to further provide for arson and related offenses.  A vote of 50-0 was recorded.

SB 1042, PN 1432 (Vance) – This bill amends the Clinical Laboratory Act to hold out-of-state laboratories operating in Pennsylvania to the same requirements as in-state laboratories.  A vote of 50-0 was recorded.

HB 1481, PN 2160 (Micozzie) – Amends The Insurance Company Law of 1921 to require insurers to maintain a risk management framework and complete an Risk Management and Own Risk Solvency Assessment (ORSA).  A vote of 50-0 was recorded.

SR 161, PN 1223 (Kitchen) – This resolution urges Congress to commend Korean-American veterans of the Vietnam Conflict.  The Senate adopted the resolution.
