SB 89, PN 454 (Hughes) – This bill would rename vocational-technical schools as career and technical schools and provide further updates to Pennsylvania’s Public School Code.  Senator Hughes offered amendment A00868, which is technical in nature.  The Senate agreed to the amendment via voice vote and the bill went over in its order as amended.

SB 146, PN 680 (Brooks) – This legislation amends Title 35 (Health and Safety), providing for online training for volunteer and career firefighters.  A vote of 48-0 was recorded.

SB 178, PN 681 (Browne) – This bill amends the Pennsylvania Election Code requiring all candidates and political committees to file campaign finance reports and statements electronically online. It also permits the residual funds of a candidate or political committee to be donated to a nonprofit organization.  Senator Sabatina offered amendment A01220, which requires the Department of State to notify a candidate (or treasurer) of overdue campaign finance reports before late fees begin to accrue.  The amendment failed by a vote of 22-26.  Senator Muth offered amendment A01208, which increases the grading for failure to file a campaign expense account for a second or subsequent offense.  The amendment failed by a vote of 22-26.  Senator Muth offered amendment A01216, which authorizes the Secretary of State to create a waiver process for late filing fees of overdue campaign finance reports for first time candidates only.  The amendment failed, 22-26.  Senator Dinniman offered amendment A00975, which requires a business that receives a non-bid contract to file a campaign finance report for three years (instead of one currently) after receiving the contract.  The amendment failed, 22-26.  A vote of 48-0 was recorded on the bill.

SB 453, PN 448 (J Ward) – This bill amends the Pennsylvania Construction Code Act to exempt agricultural buildings (i.e. barns) used for social events from the requirements of the Uniform Construction Code.  Senator J. Ward offered amendment A01221, which adds signage requirements regarding maximum occupancy, requires a minimum number of portable toilets for certain buildings, and further provides for accessibility requirements and for requirements regarding smoke detectors.  The amendment was approved by a vote of 48-0 and the bill went over in its order as amended.
