SB 170, PN 146 (Rafferty) – This Bill amends Act 200 of 1931 to reform the Delaware River Port Authority. Senator Haywood offered amendment A00096, which would not require DRPA members to be confirmed by the Senate (the Governor would keep his traditional role of appointing members directly). The amendment failed by a vote of 15-34. The bill was approved, 38-11.
SB 181, PN 276 (Mensch) – This bill would require the Independent Fiscal Office (IFO) to prepare a performance based budget plan for each agency of state government which would then have to be approved by a newly created Performance-based Budget Board. It shall be required that these plans be considered when the Governor develops his budget and the General Assembly approves the budget. A vote of 49-0 was recorded.
