SB 1, PN 1145 (Rafferty) – This measure amends Title 20, Title 74 and Title 75 in order to generate additional revenue for all modes of Transportation infrastructure within the Commonwealth.  Senator Rafferty offered a comprehensive amendment to the bill, amendment A01955, which was adopted by the Senate.  The bill went over in its order as amended.

SB 441, PN 380 (Erickson) – This bill establishes the State Board of Plumbing Contractors within the Department of Labor and Industry and creates the Plumbing Contractors Licensure Account in Treasury.  A vote of 47-3 was recorded.

SB 586, PN 560 (Brubaker) – This bill amends Title 20 (Decedents) to provide that a DD Form 93 is the formal mechanism for service members to designate who has the right to dispose of their remains.  A vote of 50-0 was recorded.

SB 681, PN 1150 (Greenleaf) – This bill creates the Sexual Violence Victim Protection Act.  A vote of 50-0 was recorded.

SB 732, PN 764 (Tomlinson) – The bill amends the Board of Vehicles Act by providing new vehicle dealers with protections from vehicle manufacturers.  A vote of 50-0 was recorded.

SB 763, PN 782 (Kasunic) – This bill amends Title 34 (Game), the Game Code, to remove the roster requirement for parties hunting big game.  A vote of 50-0 was recorded.

HB 818, PN 928 (Oberlander) – This bill prohibits qualified health care plans offered through a health insurance exchange, pursuant to the Affordable Care Act (ACA), from providing coverage for abortion care unless the abortion is performed in compliance with §3215 (c) of the Abortion Control Act.  Senator Vance offered amendment A01423, which allows for privately purchased abortion service coverage through the exchange.  The amendment was defeated, 23-27.  Senator Schwank offered amendment A01829, which provides for abortion coverage in instances of medical emergencies.  The amendment was defeated, 24-26.  The bill moves to third consideration.

SR 118, PN 1144 (Pileggi) – This resolution proposes a temporary rule that would rule out of order an amendment offered on the floor or in the Appropriations Committee to any General Appropriation Bill (including the 2013-2014 Budget) which increases spending for the 2012-2013 fiscal year above the level contained in the 2013-2014 Budget reported from the Appropriations Committee, without a line-item reduction to offset the increase.  If an amendment is offered on the floor, it may be offered on second or third consideration.  The resolution was adopted.
