Senate Democratic Leader Jay Costa and Senator Lindsey Williams joined with House members outside the Tree of Life Synagogue in Pittsburgh, where eleven people were killed last October when a gunman opened fire during services, to announce plans for legislation that will address hate crimes in Pennsylvania.
