HB 1838 (White) The bill amends Title 75 (Vehicles) further providing for special registration plates.

HB 1923 (Santora) The bill designates a portion of State Route 2005 in Drexel Hill, Delaware County, as the Officer Dennis McNamara Memorial Highway.

HB 1597 (Murt) The bill designates a portion of State Route 2026, also known as Blair Mill Road, in Montgomery County as the Private First Class Paul T. Wright Memorial Highway.

HB 1703 (Millard) The bill updated the state’s restrictions on all-terrain vehicles (ATVs) relating to youth riders.

HB 1787 (White) The bill designates a portion of State Route 1013 in Philadelphia County as the Michael R. Goodwin, Sr. Memorial Highway.

SB 1181 (Bartolotta) The bill amends the State Highway Law to exempt companies bidding on state road projects of $1,000,000 or less from certain financial statement filing requirements that have proven to undermine the ability of a small business to bid on these projects.

SB 1233 (Aument) The bill amends Title 75 to add Special Emergency Response Team (SERT) to the definition of emergency service responders and emergency vehicles.

HB 1202 (Taylor) The bill repeals the 1943 act authorizing the Commonwealth to Adopt County Roads at the Resolution of County Commissioners because of redundancy to the State Highway Law, an act of 1945.

HB 1673 (Sonney) The bill amends the Vehicle Code to exempt recreational trailers from having to be registered in combination and to clearly identify registration weight and cost.

HB 1711 (Regan) The bill designates a portion of Sheep Bridge Road, over I-83, Newberry Township, York County as the Staff Sergeant Jason M. Faley Memorial Bridge.

HB 1902 (Keller) The bill designates a bridge on a portion of State Route 74 over the Sherman’s Creek, Spring Township, Perry County, as the PFC William Oscar Stambaugh Memorial Bridge.

HB 1709 (Caltagirone)  The bill designates the bridge carrying State Route 2005 (Business Route 222) over the Schuylkill River, Riverfront Drive and Norfolk Southern Railroad in the City of Reading, Berks County, commonly referred to as the Bingaman Street Bridge, as the 65th U.S. Infantry Regiment, Borinqueneers Memorial Bridge.


The Transportation Committee met on Wednesday, March 16, 2016, and took action as follows:

SB 973 (Scavello) Further providing for the offense of scattering rubbish; in registration of vehicles and in licensing of drivers, further providing for the acknowledgment of littering provisions; and, in miscellaneous provisions, further providing for the offense of depositing of waste and other material on highway, property or waters.

SB 1152 (Browne) Requires children under the age of two to be in a rear-facing car seat while traveling in a vehicle unless that child outgrows the recommended height and weight designated by the manufacturer of the seat before turning 2 years of age.

SB 1040 (Teplitz) Designates the bridge on State Route 225 that crosses the Armstrong Creek in Halifax Township, Dauphin County, as the Staff Sergeant Brian K. Mowery Memorial Bridge.

SB 261 (Folmer) Urges Congress to support an increase to the Passenger Facilities Charge (PFC) for commercial airports controlled by public agencies.

HB 1087 (Vereb) Provides veto power to the Governor of Pennsylvania over the actions of Pennsylvania’s Commissioners on the Delaware River Port Authority (DRPA) Board.

SB 52 (Greenleaf) Requires that window tinting be included as part of the State vehicle safety inspection process and subject businesses to the unfair trade practices law if they fail to inform a purchaser that window tinting services will cause the motor vehicle to be out of compliance with the Vehicle Code.

SB 1155 (Reschenthaler) Provides for special plates for active members of the armed forces of the United States.

HB 1199 (Taylor) The bell repeals the 1965 Act authorizing the Department of Highways, with the Approval of Governor, to erect and maintain a toll bridge over the Monongahela River.

HB 1229 (Mustio) The bill designates the overpass on State Route 3145 over Interstate 376, in the Market District at Settlers Ridge, as the Roy F. Johns, Jr. Overpass. (Robinson Township, Allegheny County)

HB 1660 (Reed) The bill designates the bridge located on State Route 403 over the Two Lick Creek, Clymer Borough, Indiana County as the Sergeant James Robert Pantall Memorial Bridge.

SR 247 (Rafferty/Yaw) The resolution urges the United States Department of Transportation to work with tank car manufacturers and owners, crude oil shippers and the rail industry in adopting a higher pool fire survivability standard and assisting with additional Federal funds to sustain the training of emergency first responders to ensure communities across the Commonwealth of Pennsylvania and the rest of the United States benefit from the safe transportation of Crude by Rail shipments.

SR 262 (Rafferty/Yaw) The resolution urges the United States Surface Transportation Board, the United States Department of Justice, the United States Department of Transportation and the Congress of the United States to reject any plans submitted by Canadian Pacific Railway to acquire Norfolk Southern Corporation and to consider the potential negative impact of the proposal with respect to building a more efficient freight network in this Commonwealth.

SB 1014 (Rafferty) The bill repeals the bi-annual registration period that was introduced in Act 89. Registrations will go back to being a yearly requirement.

SB 983 (McGarrigle) The bill allows for the parent or legal guardian of adult children, as determined by the State, to apply for a special disability plate. Currently, there is no provision for such a situation.

HB 1154 (Costa) Act 89 of 2013 called for the elimination of registration stickers beginning January 1, 2017. HB 1154 will repeal that decision.

SB 955 (Ward) The bill designates a certain interchange in New Stanton Borough, Westmoreland County, as the Edwin “Lance” Wentzel Memorial Interchange.

SB 956 (Ward) The bill designates a bridge on that portion of State Route 711 over the Loyalhanna Creek in Ligonier Township, Westmoreland County, as the Lieutenant Eric Eslary Memorial Bridge.

SB 988 (White) The bill designates a bridge on that portion of State Route 403 over the Two Lick Creek, Borough of Clymer, Indiana County as the Sergeant James Robert Pantall Memorial Bridge.

SB 989 (White) The bill designates a bridge on that portion of State Route 580 over the Susquehanna River, Cherry Tree Borough, Indiana County, as the Airman Second Class Gerald Emmett Johnson Memorial Bridge.

HB 696 (Miccarelli) The bill amends Act 77 of 2014 to designate the 700 to 800 block of U.S. Route 13, also known as the Chester Pike, in Prospect Park Borough, Delaware County, as the Officers Luke Arlington Conner and John Horace Callaghan Memorial Highway,” further providing for the Officers Luke Arlington Conner and John Horace Callaghan Memorial Highway.

HB 1279 (Keller) The bill designates a section of Columbus Boulevard, between Oregon Avenue and Washington Avenue in the City of Philadelphia–Philadelphia County, as the William J. Guarnere and Edward James Heffron Memorial Boulevard.

SB 925 (Rafferty) The bill significantly updates language mainly for the qualification standards for the commercial driver learner’s permit and commercial driver’s license in conformity with new regulations issued by the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration.

SB 926 (Rafferty) The bill repeals the elimination of vehicle registration stickers that was integrated in Act 89 of 2013.

HB 88 (Day) An Act designating a portion of State Route 309 North in Lynn Township, Lehigh County, between the intersections of Northwest Road and Long Court and Mosserville Road and Mountain Road, as the Lance Corporal Brandon J. Van Parys Memorial Road.

HB 834 (Knowles) An Act designating the portion of State Route 443 within the municipal boundaries of Orwigsburg Borough, Schuylkill County, as the Corporal David F. Heiser Memorial Highway.

SB 42 (Baker) – The amends Title 75 to provide penalties for falsely claiming to be a veteran when applying for a Veteran’s Designation on a driver’s license.

SB 61 (Greenleaf) – The bill amends Title 75 to permit Bike Medics to operate their bicycles with the same rights and responsibilities as police officers on a bicycle.

SB 385  (Pileggi) – Reforms and modernizes the Transit Revitalization Investment District (TRID) Act and provides for an additional funding mechanism under the act.

SB 405 (Baker) – Designates the Blooming Grove Exit on Interstate 84 in Pike County as Corporal Bryon K. Dickson, II Exit.

HB 178 (Snyder) – Designates the section of State Route 43 in Fayette County from the Mon-Fayette Expressway Interchange with PA Route 88 as the Marine Cpl. Thomas R. Matty Memorial Interchange

HB 179 (Snyder) – Designates a bridge in Greene County on State Route 88 over Muddy Creek as the Army Corporal Richard W. Kowalewski, Jr. Memorial Bridge.

SB 286 (Rafferty) The bill places a number of measures in Pa law concerning the governance of the DRPA.

SB 287 (Rafferty) The bill grants veto power to the Governor of PA over actions of PA’s Commissioners on DRPA Board.
